The agency provided detailed instructions on how to initiate a secure virtual call. They advised potential contacts to avoid using personal computers or work phones, recommending instead the use of a new disposable device if possible. The CIA emphasized the importance of being aware of one’s surroundings and ensuring privacy when communicating.
In its guidance, the CIA suggested using popular web browsers such as Google Chrome, Safari, or Firefox in private or incognito mode. Users should also delete their search history on their devices after establishing contact. Additionally, the agency recommended the use of the Tor browser, Virtual Private Networks (VPNs), or other encryption methods to enhance security and bypass restrictions.
The CIA’s message included a reminder that security and intelligence services could track website visits. They assured users that the agency could facilitate encrypted communication and help bypass filters through the suggested services.

If they had not previously downloaded the browser, the CIA advised using a filter switcher to make contact. Individuals were instructed to provide their region, city, full name, occupation, and skills related to information access, along with secure contact information for ongoing communication.
The CIA acknowledged that responses to inquiries might take time, stating,
“We will consider all messages, but this may take a while.”
