Budget Inspection Reveals €13,000 Illegal Payment in Library

The budget inspection has uncovered an illegal payment exceeding €13,000 made to Bojana Đacić, the director of the Narodna biblioteka „Stevan Samardžić“ in Pljevlja. Following this revelation, the union representing the library’s employees is demanding the immediate removal of both Đacić and Milutin Petrović, the chair of the library council. The inspection report indicates serious legal violations in the management of the institution.

According to a statement from the union, the budget inspection found that from March to December 2024, a salary calculation was conducted for Đacić amounting to €13,061.10 without any legal basis. The library had not provided evidence of a formal employment contract or any official salary resolutions for this period. This raises significant concerns regarding the legality of the salary payments made to Đacić.

The union’s statement highlights that the library, as a public institution required to comply with the Law on Salaries of Public Sector Employees, failed to issue the necessary salary resolutions for its employees. This lack of compliance further underscores the serious nature of the alleged misconduct.

The report also details that Đacić had unlawfully reduced the salaries of certain employees by 30 percent, purportedly as penalties, extending these reductions unlawfully for four months. The union has expressed a strong obligation to publicly address these issues, urging local officials and other stakeholders to take prompt action.

In their communication, the union referenced a specific inspection report number UPIN 13-702/24-64, which outlines these findings. They also noted that the library’s council verified Đacić’s appointment in April 2024, yet she only formalized her employment contract on December 14, 2024, after the intervention of the inspection. This gap raises questions about the legitimacy of her rights and obligations during the preceding eight months.

The union announced plans to file new criminal complaints in the coming days against Đacić, Petrović, former council president Nemanja Stanimirović, and others involved in the alleged illegal salary calculations. They aim to address the broader implications of these financial irregularities.

In response to requests for comment, Đacić dismissed the union’s allegations as untrue, indicating that she would no longer respond to claims but rather pursue legal action. “This is not true, and I am tired of denying it. From now on, I will only respond through lawsuits,” she stated during a telephone conversation.

When pressed to clarify her warning regarding the media, she expressed frustration, stating, “You should be careful about what you write, especially you from Pobjeda,” before abruptly ending the call.
