The Government of Montenegro has approved a plan to implement physical security measures in 112 educational institutions across the country, effective from February 1, 2026, to June 15, 2026. This decision, made during a cabinet meeting on January 22, 2026, aims to enhance the safety of students and staff in schools, following increasing incidents of violence in educational settings.
According to the Ministry of Education, Science and Innovation, the initiative will see security personnel deployed to a total of 68 primary schools, 44 secondary schools, and one student dormitory. This move continues the practice of employing physical security in educational establishments, a model previously deemed effective.
Addressing Violence in Schools
The government’s decision is a direct response to a concerning rise in physical violence within schools and student accommodations. The Ministry highlighted the importance of these measures, stating that they are intended to prevent and mitigate the risks of violence and other undesirable incidents, ensuring a safer environment for learning.
The security personnel will operate temporarily until a more permanent solution is established. This long-term plan includes the potential hiring of school police or other security options in collaboration with the Ministry of Internal Affairs. The focus is on creating a secure and stable atmosphere conducive to the educational process.
Building a Safer Educational Environment
This initiative underscores the government’s commitment to safeguarding children and educational staff. By proactively addressing safety concerns, Montenegro aims to foster an environment where students can focus on their education without fear of violence.
The implementation of physical security is viewed as a critical step in transforming schools into safer spaces, allowing for more effective teaching and learning. As the program unfolds, officials will monitor its impact and effectiveness, paving the way for future improvements in school safety protocols.
