Kinahan Cartel Leaders Spotted in Dubai Despite Sanctions

Photographs of Daniel and Christy Kinahan, prominent figures in the Kinahan cartel, have surfaced from Dubai, marking their first public appearance since the United States imposed multi-million dollar bounties on their heads. The images were taken during a mixed martial arts (MMA) event at the Coca-Cola Arena in June 2025, just weeks following the extradition of cartel lieutenant Sean McGovern to Ireland, where he faces serious charges including murder.

The Kinahan cartel, notorious for drug trafficking and organized crime, has operated with increasing audacity since sanctions were imposed in April 2022, which barred financial institutions from engaging with the family and their associates. Christy Kinahan, aged 68, and his sons, Daniel, 48, and Christopher Jr., 45, are collectively wanted by law enforcement agencies across the globe, with a combined reward of $15 million for information leading to their capture.

Footage Reveals Cartel Leaders’ Continued Presence

The footage, discovered by investigative outlet Bellingcat, shows the Kinahan leaders subtly navigating their surroundings at a high-profile event attended by approximately 6,000 spectators. Christy Kinahan, known as “The Dapper Don,” was identified wearing a Panama hat, blue polo shirt, and white trousers, widely recognized as part of his signature style. The images provide critical evidence that the Kinahan family continues to reside in Dubai, despite their status as fugitives.

The Kinahans fled from Spain to Dubai in late 2016 following a violent feud with the rival Hutch gang. Their move to the UAE has allowed them to maintain a lavish lifestyle, unimpeded by the sanctions that were supposed to disrupt their operations.

Bellingcat’s investigation employed facial recognition technology to confirm the identities of the Kinahan family members in the newly surfaced footage. Daniel Kinahan, who has remained elusive for years, was spotted sitting ringside with Mounir Lazzez, the founder of the 971 Fighting Championship, highlighting his continued engagement with the combat sports community.

Sanctions Fail to Diminish Cartel Operations

Despite the US Department of the Treasury designating the Kinahan cartel as a significant transnational criminal organization, their ability to operate publicly raises questions about the effectiveness of these sanctions. Observers noted that the UAE has claimed to freeze approximately €200 million in cartel assets, yet the Kinahans’ ongoing visibility suggests that these measures have not fully obstructed their activities.

Christy Kinahan has avoided capture for over a decade, previously serving time in multiple countries for various offenses. His recent presence at a well-attended event indicates a bold departure from his typical modus operandi of maintaining a low profile.

The developments come as the Irish authorities continue to investigate the Kinahan cartel, with hopes for significant breakthroughs in 2026. This year marks the tenth anniversary of the Regency Hotel attack, a pivotal moment in the ongoing gangland feud that has resulted in numerous fatalities.

A representative for the Kinahans did not respond to inquiries seeking comment on the authenticity of the footage or their current activities. As investigations persist, the international community maintains a watchful eye on the Kinahan cartel’s operations, with the future of law enforcement efforts against them still uncertain.
